Is there any chance of Sim restrictions to be removed?
Hello, the sim lock can only be removed by the previous account holder with carrier who placed the lock on the sim

You mean there is nothing Verizon can do to remove it?
I don't know the previous account holder logged in to this device. Isn't there anything which can be done to remove Sim Restriction?

Unfortunately, you've been burned by the random guy who sold you the phone. Since it is very unlikely you would be able to find this person to get your money back, I think you're completely out of luck and will have to see if some recycling center would be willing to take the phone to be used for parts and maybe get a little of your money back that way.
There is no way to get the phone unlocked because you are not the first owner - the history of the device cannot be vetted. And there are ways to make a phone look "clean" when it isn't. Disposing of messed up phones overseas though unknown 3rd party sellers is a very common way for shady individuals to make some fast money.
