I am not receiving verification texts from TD Bank for my Samsung account. I have an S24 Ultra. TD Bank said I should reach out to Verizon.

Yes. I called the bank and they verified that the number was being sent and to the correct number. They recommended that I reach out to Verizon for support. I checked my spam messages as well and nothing there either.
Does the bank use an regular phone number to send texts, or is it coming from a short code (where there are only 4-6 digits and doesn't look like a US phone number)? Depending on how they are sending the texts, you may need to disable RCS or other forms of encryption to see if that gets your texting app to receive those texts, or if it's only this one particular company whose SMS texts you can't receive, something with Verizon's filters are blocking them.
