Quectel SMS not working with "international" DA

I have quite a specific technical question.

I am using the EC25XX Quectel module in your network, and it is behaving quite unusually.

When sending an SMS in PDU with DA set to "international ", the SMS is sent, but the receiving device does not receive it. If sent with the "national" DA, there is no problem at all.

Is there any documentation I can follow for this and other "SMS over LTE" topics?

First, I'm not a techie, so I'm just speculating here, but if you are using Verizon's network to text someone overseas, the originating text must still go through Verizon before it is routed to an outside network, so you have to start with a US code, so to speak? Somewhere along the way, the computers realize your text is going outside the US, so then it gets routed to whatever servers, etc. that handle international traffic which then send it on to an overseas network?
