Green utilities/comms boxes along the road

we have a dozen or more green utility/comms boxes along the road in our neighborhood and most of them have either been hit by cars, exposing wires, are broken with covers missing or askew. Our community would like to have these boxes checked and repaired, how do we do that?

No answer has been received. After talking to 10 or more people, transferred back and forth between the same departments and two hours on the phone, I ended up with someone who supposedly setup a tech appt. They were due to arrive last Thursday between 8:30-10:30am. When I asked for a reference number, I was told it would be given in an email on Wednesday night confirming appt. Huge red flag and I knew this was an effort to just get me off the phone. As expected, no email, no tech showed up. Overall, really lousy experience trying to get an answer on something.
