We can proceed but there is something you should know error message

I’m trying to purchase a phone through Apple but I’m getting the message “this line is not authorized to activate through Apple online store”. Why is this and has anyone found a solution? Was on the phone with Apple and Verizon all day and Apple said it’s a Verizon issue and Verizon says there’s no issues on their end. I can’t even upgrade my phone through Best Buy either. What is going on with Verizon? This is ridiculous.
