Buffering Netflix and YouTube 4K

I have the ultimate unlimited plan

I ran multiple speed tests. On ookla to Verizon server I get 160 down and 50 up on UW 5G

On fast.com I get only 2-4 Mbps downstream and 44 up

On a VPN on fast.com I get 160mbps down and 50 up

Why is my streaming throttled I'm supposed to get 4k streaming my YouTube videos even buffer at 1080p this is ridiculous. I've contacted support by phone they have been no help. How can this plan claim 4k streaming but Netflix and YouTube buffer at HD and 4k.
