I reset my phone and now it is locked. I would like to have it unlocked so I can use it with another SIM card or network.

And if you aren't comfortable using social media, you should be able to get Customer Support at 800-922-0204. You might also do a Google (or other) search for 'unlocking (your phone make/model) after reset'. No doubt others have encountered the issue and requested help.
Depending on the make of phone and how it was originally unlocked, it may or may not be possible to unlock it again after a factory reset. My phone is another carrier's model, and I had them unlock it so I could use it on Verizon. However, the unlocking process was done via a file downloaded to my phone, and I have since noticed that the carrier software app is no longer showing in my apps for whatever reason…which makes me think if I were to factory reset my phone, the unlock file would be deleted, and my phone might very well be a brick permanently locked to my former carrier.
If you're the original owner of the phone and your purchase history is still available for the phone on your Verizon account, then someone in CS ought to be able to be able to provide more insight. Does live chat within your Verizon account still work? The forums do not currently appear to be accessible by the CSRs for the time being, which is why the admins have been suggesting social media to contact them instead.
