One time $65.00 fee? For what?

Can someone explain this. I signed up January 29th. Is first bill is $113.00 due on February 17th. My next bill is for $86.00 due Feb 26th. my plan is one line on the $75.00 plan with auto pay ($65). Activation ($40) was waived. Then I get a $10.00 credit for 36 months. What's that for?
