Is there a way to utilize a smartphone without having a Data Plan
Theoretically, yes, you could get just a talk/text service plan, but most of the phone's features wouldn't work except for calls and SMS texting. You'd have to be on WiFi most of the time. Some phones won't let you get past an activation screen if you are only on WiFi and make you buy a service plan from a carrier.
