The way the free phone promotions work is you sign up for a 36 month contract, and the phone is given to you at the start of the deal. Then, Verizon credits you a small amount every month for 36 months until the credits add up to the cost of the phone. If you are being charged a small amount every month for the phone instead, then for some reason, the free phone promotion was not applied.
Yes, the last response is correct. To add, you'll always see a pay off amount in until the agreement has been fully completed. They have to disclose that, even if you are getting credited for the phone to be free, just so you know if you want to upgrade early (before the 36 months agreement ends) then you will be responsible for that balance to be paid in order to upgrade.
