Hi, I'm sorry to tell you this, but I don't think your phone will ever unlock. While the device unlocking policy did use to be that you had to use it on Verizon for 60 days, there are exceptions. The main one is if the device was reported as lost or stolen. Considering the phone was bought outside of the US, it was most likely either stolen or someone did not pay it off completely. Dumping shady phones overseas is a very common practice. Your best bet would be to get a refund from the seller.
