Unlimited Ultimate has a built-in Travel Pass option for when you are outside of the US, where you can call numbers in the US as well as numbers in the foreign country you're located.
If you are in the US and want to call an overseas number, you need an International Calling Plan added to your account unless you want to pay the Pay As You Go international calling rate, which runs somewhere between $2-3/minute.
