If you are a new customer who doesn't yet have a line with Verizon, you will need to port your number to Verizon or get a new number from them before your phone can be activated.
If you are an existing Verizon customer, it should be under "activate or switch device" in your My Verizon account. Hopefully the video in the link below will help:
