Voice control or voice over?
To shut off voice control, go to Settings > Accessibility > Voice Control > toggle it off.
If Voice Control keeps starting every time you press the side button, edit your side button settings. It's under Settings > Accessibility > Side Button, then under "press and hold to speak" > pick "Siri" or "off".
If your phone is constantly reading out loud to you, that's Voice Over being turned on. To shut it off go to Settings > Accessibility > VoiceOver > toggle it off. Or long press the side button and say "Siri, turn off VoiceOver."
