My Fios Remote Control Overrides my Samsung Smart TV Remote

I have:

Fios (HDMI-2) remote for TV, which includes Netflix, HBO
Firestick (HDMI-3) remote for Prime/Netflix/HBO
Samsung Smart TV remote - use to be able to switch between HDMI inputs, and Mirroring with my laptop, but now is "disabled"?

How to I reactivate my Samsung Smart TV remote to switch between HDMI inputs and the Mirroring input?

Currently, if I am watching HPDM-2 (Fios) I can select home on the Firestick (HDMI-3) and very slowly, it will switch to HDMI-3. And it works in reverse, in HDMI-3 and select home on the Fios remote and very slowly it will switch to HDMI-2. But the Samsung remote is just inoperable - it shows the input menu, but the select control does not work.

The output I seek - the Samsung remote is the master input selection for HDMI-2, HDMI-3, and mirroring. And I just select the HDMI input I want and then use the appropriate remote.
