The Bluetooth Peripheral driver is the system controller drivers to access communication ports through software access, install driver found here usually resolves this issue.... http://www.broadcom.com/support/bluetooth/update.php
It has always been my understanding that Windows Mobile Device Center only works with Windows Mobile phones. You will need another sync program other than WMDC to sync your Android phone.
I am confused whats the confusion, I have used the information I posted to resolve this issue, why are you giving up, did it not work when you installed it?
Read the original post I have been using for years without issues... http://www.sevenforums.com/drivers/3621-bluetooth-peripheral-device-driver.html
The post for the driver discusses the WMDC issue as well, I think the issue is covered with the driver issue at http://www.sevenforums.com/drivers/3621-bluetooth-peripheral-device-driver-2.html#post341277

I do see mention of being able to send/receive files. What am I misunderstanding?
You are jumping from original post, you reported you wanted to fix missing drivers and WMDC, the post covers all your reported concerns... You do realize you are over thinking the solution, if you get all missing drivers resolved you wont have any issue doing anything you need to do I sync mine by bluetooth all the time.. Your main issue is because you have missing drivers, until you install those the hardware wont work and you wont know what is and isnt working...
Since you havent even installed or tried any of the driver solutions your problem wont get any better/
As far as official Verizon Wireless software, we do not have any software that we recommend via a cable sync. The drivers will fail to install when you hook it up to the computer, because when you hook up the phone, it supports USB Mass Storage Mode when you pull down the notification panel and select it. It was designed to drag/drop files straight from your PC to the SD card using just the general drivers your computer uses for any mass storage device (essentially using your phone as a card reader).
That doesn't mean that what you are trying to do can't be done. There is a way to install a Plug-in from Google to sync your Outlook Calendar---> Google Calendar ----> Droid X. That's the only way I know how to sync calendar wirelessly (over data connection, and not Bluetooth). There is also some 3rd party cable sync software out there. I cannot recommend it because it's 3rd party, but you are welcome to try it out.
Google Calendar Sync With Outlook Link
As far as contacts, you can export the contacts from Outlook into a .CSV file and import that file into Gmail.
Export Contacts in Outlook Then Import Into Gmail Link
Essentially, the way we support Outlook syncing with your phone, is to sync it through Google which pushes it to the phone.
I hope that helps you in some way.
