Currently I am on the NATIONWIDE TALK & TEXT FS 700 plan and have a voyager without any data. Can I activate an XV6800 without adding a data plan? I read somewhere that if it's released before NOV 2008 you can. Is this correct?
Called a customer service rep and got it confirmed, you CAN activate any phone released before November 14,2008.
I was also told that any picture/video messages would be billed as data though, is that correct? Currently with my voager I have unlimited picture/video/text messages and never get billed for them.

The XV6800 is a Windows Mobile SmartPhone and will require the $29.99 Data Plan. Your voyager is not a smartphone.

You were advised correctly about data charges for sending/receiving picture or video messages. Data is transmitted differently through a Smartphone vs. a feature phone like the Voyager. The Pay-Per-Use data feature is available for the XV6800, and data transmitted will be .015/KB. Please keep in mind you can check your data usage by dialing #DATA from your device. Please let me know if you have any additional concerns.
