I keep getting a message that says "the wireless customer you are calling is not available". What does this mean? Can the person still receive text messages?

They could have you blocked; the phone could be off and they have not set a personal voice mail message....

You can send a text message and see what happens - it may bounce back and tell you they can't receive from you (you've been blocked) or it may go through.
