cannot send or receive picture or video messages

Hello!

 

My LG dare is not able to send or receive picture or text messages.  Just wondering if anyone else has had this trouble, and if there is a way to fix it.  I've tried programming the phone with *228 with no luck.  It is a preowned phone, so I don't know if that has anything to do with it.  Thanks.

Our family has been using the LG Dare since they were born. Only now is my daughter having a similar problem: she no longer is able to send photos from the phone, though she IS able to send and receive text messages.
