Sounds like an app that is part of the OS, probably something that was included by Samsung and, I would assume, used to handle/report errors. If Samsung wanted to implement their own way to handle errors (maybe for their own research purposes), they would have to include it as an app. It probably isn't something that you can run, so it won't show up in your app drawer, but when you click on that all tab, it will show you apps that are included in the sysytem/app folder on your phone. I've noticed that system apps show a size of 0.00MB, probably because they don't count against your internal storage, unless they are also a market app that has been updated (maps, gmail, etc.) and, system apps cannot be uninstalled (hence the greyed out button). It makes sense to me to have all permissions granted for this app, as it probably keeps an eye on errors that may occur on any aspect of the phone.
Again, this is mostly assumption, wrapped around general knowledge about android itsself. If you are truly concerned about the permissions aspect of the app, contact Samsung directly, as VZW employees will be completely clueless about what it is and will probably have you do a factory reset to get rid of it. I'll tell you right now that this won't work, because a factory reset will not remove any apps in the system/app folder and, the only way to get them in there once the phone has left the manufacturer is to root the phone.
Personally, I don't think you have anything to worry about, but there is nothing wrong with trying to be safe.
Does HTC have a similar app?
Not like that specifically (that I know of, I'm not currently running the stock firmware, so I can't check), but I do know that almost every piece of their Sense overlay (like Samsung's TouchWiz) is in the form of apps. All the way down to their desktop and lockscreen.
kbrahm, I reviewed your issue in our system because my apps are very important to me as well. I use a lot of functions on my device because of my apps and I understand your frustration and the frustration of others. I wasn't able to locate this being a known issue but we have had customers have this issue regarding the waiting of apps to be downloaded. With issues like this we always suggest a factory reset to remove all data so that your phone can reboot with a fresh start. Before you perform a factory reset I recommend putting phone into safe mode. Safe Mode temporarily disables all applications that have been installed via the Android Market. Performing this step can help determine whether a 3rd party application is the cause of an Operating System / Application issue as the one your experiencing.
We also recommend clearing the cache, data history and downloading one application at a time to avoid the phone causing an error or freezing.
