My phone is running out of storage, but I cannot figure out how to completely delete anything.  There is an option for formatting, but i can't click on it.  I did a factory reset, but my card is still showing it is full.  How do I delete things from the phone for good?  I hooked it up to my PC and deleted a lot of pics and videos, but it didn't make a difference

A hard reset will wipe the internal storage only, when you plug to PC how much does the card read for free storage and also do you see the low storage error when you open things or is there something else that makes it show up..

 

Another question are you sure its storage causing the issue instead on a low memory error which is a totally different situation.
