ANYBODY HAVE ANY IDEA WHAT TOUCH PHONES DONT HAVE A $30 PLUS DATA PLAN
It might be faster to state which are the touchscreen feature phones that DO require a data plan:
touchsreen capability
LG Chocolate Touch VX8575 LG enV Touch VX11000 Samsung Rogue u960
? Samsung Reality u820 (not 100% sure about this)
some touchscreen-capability
? Motorola Rival A455 (not 100% sure about this) ? Nokia Twist 7705 (not 100% sure about this)

Actually I'm pretty sure no basic phone's require a data plan anymore, so basically anything under basic phones that is a touch screen is what you've got to work with. If you're not buying from here than basically just rule out anything iOS, Android, Blackberry, or Windows and you won't need a data plan
The best one i've seen lately is the Samsung sch-u370, but you can't buy it from Verizon, you can try a Best Buy or Costco for it though.

Unfortunately, a Verizon employee recently posted that phones that were categorized as "enhanced multimedia phones" will always require a data plan if those phones were purchased after 1/18/10. Below is what she posted.

"Thank you everyone for your inquiries and I apologize for the confusion. For any multimedia phone that was purchased after 1/18/10, the phone is technically required to have a data plan. The phone categories have since changed, and any phone that is classified as a feature phone does not require the data plan. The LG enV3 is a multimedia phone and unless it was previously activated on an account before 1/18/10, the data plan is required. The store representative mentioned in previous post, may have been offering to remove the package after it was activated, but that cannot be guaranteed."
