If I get Total Equipment Coverage for Droid Charge, will I be billed $99 when my phone is lost

yes. The deductible applies to anything other than manufacturer defects.

Its very frustrating when a device gets lost. Total Equipment Coverage protects you from paying full retail price for a device.
