Droid 3 - Notifications Aren't Working

Hi there! I am currently using: Foursquare and  Twitter apps and I've had some notification issues.

 

Under Foursquare's notification settings, "Notification ringtone" is turned on and under the Twitter app, where it says "General settings" Sound effects are turned on. Both apps have a certain ringtone sound assigned as well.

 

Problem: Neither foursquare nor twitter make notification sounds (they never have). The only thing that works (on Foursquare) is the notification bar.

 

I was wondering if there were other settings that needed to be turned on/off either on the phone or in these apps. I was pretty thorough in the app settings, but nothing has resolved the issue(s).

Tidbits

Twitter does not give notification for tweets. Just for DM and mentions. One of the reasons I use Plume or Tweetcaster.
I am not sure with the new changes and updates with the Twitter app, but if they didn't change the notification system then you will always have that problem no matter which phone you have.
As for foursquare... Don't use it so I don't know.
