Windows Mobile Wifi without data package?

I would love to have a Windows Mobile phone to use at work. I only want the Wifi connection and have no plans to use 3G. Can I activate a Windows Mobile phone without paying for a data package? I have been looking at a Samsung SCH-i760, which I know is old technology, but there have been comments online that Verizon does not require a data package for this phone. Does anyone know if this is true? Any other Windows Mobile phones that don't require a data package?

Verizon changed this policy I do believe. Any smartphone now requires a data plan. The days of using a smartphone without a data plan are over. Now if you simply want to carry the devive around and use it on WiFi to check e-mail and web, thats fine. Just don't activate it to use it as a phone and you can have it as a WiFi device.

you'd have to be on at&t or TM and swap sim cards.

another benefit of AT&T is their $15 data plan. VZW forces you to pay $30 data and says it's in your best interest.
