1 - Yes. Just install the Youtube APP, register online at Youtube.com and upload. It will use whatever data connection you have at the time - but honeslty, for larger videos you'll really want to use WiFi - else will take a while via 3G
2 - not sure. Have no experieince on 4G yet as these Droid X (this forum) is not a 4G phone. If I had to GUESS though, I would assume that the same applies as the answer I gave in # 1
