Locking With PIN Doesn't Always Work

I use a numerical PIN to lock my Droid Incredible 2, and it works about half the time. The other half of the time, the PIN pad doesn't appear and I go straight to my home screen.

From my lock screen, when I pull down on the bar I should next see the PIN pad where I enter my PIN. However, about half the time, I pull down on the bar and go straight to my Home screen, just as if I had never set a PIN.

How to fix this - get the PIN pad to appear every time?

Go to settings > security.

Is there a setting with your screen unlock called "lock phone after" with a time period to set the phone to display the pin/pattern input after a period of inactivity?

If so, change it to immediately and you will always get the pin/pattern input when you lock the phone.
