I just upgraded to 1500 monthly text allowance and does that mean that i also have free mobile to mobile text?

Yes, it's called Family Share Select - and includes unlimited messaging to anyone for all lines on the family share plan. The plans I quoted above are add on packages for the BASIC plan, SELECT is the next level up.
