cannot make outgoing calls or receive incoming calls HELP??

I am able to receive text messages only, but I cannot receive incoming calls or make outgoing calls.

Try turning off the phone, removing the SIM, and waiting a couple of minutes.  Then replace the SIM and power the phone back on.  If that doesn't work, you may need a new SIM (they're free at Corporate Verizon stores).
