Block restricted numbers from calling you?
You can subscribe to the Usage Controls offered by Verizon Wireless. There is a monthly fee for the feature.
You might also be able to find an application on the Play Store to allow you to block those calls.

If you are an Android user, there's a free app in the Play Store called Call Blocker by NQ Mobile Security.
I'm trying a free Android app called TrueCaller from the Google Play Store. So far, so good. It also displays info on calls from unknown numbers (not in your contacts) and allows you to block and report spam. It was helpful during election season.
