I dont' want to update. Notice keeps coming up when I open locked screen. How do I remove the notice to update?

The Verizon rep is a customer support rep and therefore is not trained in what issues are wrong with the update. He was just trying to obtain more information to assist you. With that said, that update turns your phone into basically a rock so for sure do not update it.
To answer your questions, no you cannot remove the notification for he update.
I just talked with a very congenial VZW Representative named Ali. He reviewed my complaint that I filed against VZW with the FCC. Although nice, Ali insisted that VZW has been unable to confirm device malfunctions caused by the Android 4.3 update. He indicated that he would need to talk to his tech folks to see if they could indeed "confirm" that there was a problem, and that VZW was not receiving a very large volume of customer feedback. So, I encourage any others out there who feel differently to give him a call and help provide more feedback to assist VZW's investigation on the matter.
