LG Cosmos 2 - Shop Apps Error 36865

I've been trying to use the Shop Apps feature on the LG Cosmos 2 and it gives me an error both when I try to start and when I choose the "Search" option:

Cannot proceed. Please try again later. (36865)

I could swear I've been able to access Shop Apps in the past, and my phone's firmware is supposedly up to date.  Has anyone else seen this?

Thank you for reaching out to us. I am sorry to hear that you are having issues navigating with your phone. We certainly want to make sure that you have all options available. Now the option you are trying to use on your phone does take you to a data portion on the phone. Do you know if you have any blocks on your device for data? If so that would not allow you to access this part of the phone as you would be charged $1.99 per MB. If the firmware/software is updated then nothing else should be holding you back from accessing this point. Please let us know if you have this block and if not we will proceed from there.
