My friend has an iPhone and loves the Face Time on it. Is there something comparable on the GSIII? The 4 has something called ChatOn but it looks like you have to be a subscriber to it Also can ChatOn interface with Face Time?

No this is different than hangout. It would be more like when you do skype video. All I know is iphones have something called Face Time which is suppose to be really nice
Face Time is an Apple product that uses Apple servers and Apple logins. Given that Apple loves android so much I'm surprised that it is not available on android phones. Now that I've got that out of the way.
You can make video calls with Google Hangouts. When you select a person to have a hangout with, send a message, etc. up at the top right there is a video camera icon, touch it.
