Why doesn't the NFC work with Google Wallet?

So...There was a problem getting Google Wallet to work on Verizon phones. Google was not allowing the app to go to phones that were not NFC capable. Now they modified the app to work even if the NFC is disabled (read: Verizon). Now I can download GW but can't actually use it.

When is this going to be resolved?

Verizon is part owner along with At&T and Tmobile for a competitor mobile payment system called ISIS. They will probaly never let google wallet use NFC.
