Automatic firmware download with wifi and mobile data off?

I left my phone on the table with screen OFF.

When I lifted the phone to check my email, the phone was automatically download firmware ?? (I guess 4.3?)

The problem is, I wasn't home and was using 4G data.  I never consented to this download, and it just started to download by itself.  I QUICKLY TURNED OFF MY MOBILE DATA and the firmware download was STILL GOING. WT****?

This was 439mb update, although I didn't finish around 150 mb was downloaded. (about 30 with mobile data off). Am I getting charged for data for this?

How does it download with WIFI AND MOBILE DATA OFF????

you were using 4g but wi-fi & mobile data were off??? to check email it had to use one or the other. no, it's a free download on 4g.
