Can I use my Motorola Barrage as a 3G hotspot?

According to my Verizon data plan, my Motorola Barrage can be used as a 3G hotspot.  How do I enable that?

That is a basic phone. While according to the specifications it can be used for tethering probably using a cable to connect to the computer, it isn't capable of being using as a mobile hotspot.
