with a fully charged battery and charge cord pluged in my will not turn on all that it dose is the symbols light up and nothing else happens

If you plug into a win 7 or win 8 computer, then come back hours later it just might be powered up. Have found this result works for many devices including moto, htc, lg, and others.
Most of what I have read here can be solved with a simple Factory Restore of the device. I have 6 Windows Phones in my home and not a one of them have not even 1 problem, but all have been factory restored, even my Samsung s3 and my girlfriends iPhones have all been factory restored.
