S4 wont send pictures taken with my camera

my s4 will not send pictures taken with my camera. I have taken out my sim card, cleared cache, turned off wifi etc. please help. This is a replacement phone after having multiple s3's with manufacturer defects. I am more than a little irritated since it is always one thing or another.

First make sure you have data turned on in the phone.

Second make sure in the camera settings that you have the photo set for lower resolution. Higher resolution may look great but are too large to send.

Are you trying to send this photo as a mms or text message? Or as an email send?

Again check the settings.

Ok so data is on and the box is checked for the phone to easily go back and

forth between data and wifi if needed and camera is on lowest resolution.

Trying to send pictures as mms and it says they sent but no one actually

You see if they sent the issue is now on the receiving end.

What you wanted to do has been done. You can send MMS and photos.

A good test is to send an MMS to yourself. If received you can rest assured it is not your issue.

Another test is to open the email app, attach a photo and send to yourself. See if you receive it.

I normally do the email test two ways. First from the photo gallery I select the picture I want to send then click share and select email. (I do this with my wife's LG G2) then I send to my different email accounts.

I also do the same photo select and then share and send via messaging to my number or another spare number. I then look for the MMS to appear. It sends and receives 100% of the time by all methods I have listed.
