I am trying to figure out how to turn on the notification that allows me to see when someone has "Read" my text message, and also see that they are in the process of typing something back. Thanks for any help out there.

Whatsapp will do that for you. You know when the message has hit their phone. You know when they are online. You know when they are typing.
Hangouts if used for text messages might have that option since you can tell when someone is typing in a standard hangout.
Delivery Reports will tell you if the text message was received in the standard text message application.
