Why won't touchwiz wrap around my home screens?

. . just got  Note 3 . .  no wrap around home screens?  My S3 has this Touch Wiz feature . . .

That's the way Samsung has customized the Android UI into their TouchWiz UI. If you want wrap around home screens, you need to install a third party launcher with that feature.
