Not receiving texts on iPhone 5 suddenly

I suddenly stopped receiving texts from certain people but I am still receiving it from others.

I have an iPhone 5

I do not use iMessage

Not receiving messages from multiple networks

I dialed *228 and a message came up saying "This number is not allowed" so I couldn't do that

I took the 1 out of the person's area code and that still did not work

Help!
