My cellphone will not go forward one hour when DST began on March 9, 2014. I've tried rebooting the phone, and it momentarily went forward one hour, but several minutes it reverted back to the old hour.
Two days later, my cellphone still can't decide to keep DST. It keeps going back and forth between 7:00am and 8:00am, so I wonder what is up with that.
