I am not able to receive international calls

My family member who lives in Korea tried to call my number from Korea using their international calling service; however, I am not receiving any calls from her. She told me that the calls go through but I don't pick up. I do not receive any notifications. So I tried to add international long distance service on my phone but it says "This device is not eligible for International Long Distance."

How can I receive international calls?

Hmmm.... this is extremely odd for a Note 3. Maybe you should try going into a local Verizon store of your choice and discuss the issue with them and go from there. They may give you a replacement if it could be a Factory Defect, I wish you luck!
