i have a 6yr old motorola limerick basic phone, can i transfer the voicemails on it to my new samsung convoy 3 when or before I activate the new phone?

Yeah you can change your phone voice mails stay on the platform not on the actual device. Now if you changed to an iPhone that would be different cut they use visual vm.
