I'm surprised people are actually believing that you can get the FCC to do anything about your WP8.1 update. The only reason they would ever get involved with OS updates is if there is a proven flaw with a certain device that would require the update in order to function properly. Verizon sells you a device that works and has all of the features that are advertised with it. There is nowhere in the agreement that you are guaranteed updates for your phone. Just guessing off the top of my head but I'm pretty sure you'll even find a clause in the user agreement that actually says they don't owe you (removed) when it comes to updates. You buy the phone as-is, and as long as it works the way it's supposed to, the FCC has NO power to get involved.
Do I believe Verizon isn't going to release 8.1? No. Not unless they want to give every other provider one-up on them. I personally think Verizon just doesn't want anything to do with Windows Phones and are taking they're sweet time to deal with them. It's sad because Verizon is hindering WP this way. Representatives never know anything about WP, they NEVER try to sell you a WP, and from what I've read here some actually try to DETER people from buying a WP. Either way I think VZW will eventually release the update when it's convenient for them to do so; probably around Black Friday. What can you do about it? Absolutely nothing. FCC won't do anything about an update that isn't essential to your device working properly.
What do I think Microsoft and other device manufacturers should do? Put the device-specific 8.1 update in the store! VZW doesn't owe you an update, but they can't block the updates from being downloaded. The only thing they can do is say that it voids the warranty. Microsoft should just slap a warning on the download saying that it could void your warranty and let people install it at their own risk (just like the dev-preview). If VZW want's to hinder WP, WP should just bypass VZW. That's my two-cents.
