Which phone do you have? s4 or S4 mini?
You need Samsungs backplate for your phone for wireless charging if your device does support wireless charging.
Have you Tried setting the phone in different positions on the charger give that a Try.. there is what is called a sweet spot and the phone has to set right on that spot to get it to charge.. I had a charger similar to this and that is what I had to do with my Droid Maxx..
I did what you suggested and nothing happened.
Which phone and do you have the full kit? You also need the backplate that supports charging from Samsung.
What do you mean "which phone"? My question mentions what phone I have. Also not sure what you mean by "full kit" or "backplate"? Sorry.
