Phone vibrates when receiving text messages, can't turn it off

I am using Hangouts as my texting program.  A few days ago, despite having vibrate turned off in the options in Hangouts and in the phone settings, my phone now vibrates when receiving text messages.  Even with notifications turned off, it still vibrates.  How do I turn it off?
