Phone off, but it rings?!

I turn my phone off everyday at work, but when someone calls it they say it will ring a few times. I tried it myself and sometimes it will ring 3 times then go to voicemail, and other times it will go straight to voicemail, even though its off the entire time...??

just a wild guess but if you had a weak signal before shutting it off the towers may think your just in a blind spot and may pop back up so it rings on the callers side while attempting to search for your phone on the network, once it cant find it it sends the caller to vm
