I was at Dreams Punta Cana last year, and I did not use my Galaxy S5 for calls due to high per-minute charges, but I used internet and email extensively via the property's wifi, and had no issues. I recommend Skype or Facetime on iPad instead of phone calls.
If you sign up for a free google voice number and install Hangouts with Hangouts dialer add-in you can also call to US using VOIP using wifi for free as well.
