I checked in the discussions, and found a post which was addressed more than a year ago. I've read into what it would take to force the stock app for the S5 to have the option enabled. It's as simple as changing a 0 in the coding to 1. I'm wondering why it has taken this long and still is not resolved, even after a major update has been pushed.

I want the ability to have a text message sent to a single person at a specific time. To clarify with an example, if I am in an area that does not allow phones between the hours of 8AM and 2PM, I want to hit send at 745AM and have it scheduled to arrive at 11AM.
